This may be a case of balanitis. However, you have noted of a white discoloration as well as tightening of the foreskin in the area. This may be case of balanitis obliterans. I suggest that you have this assessed by a physician early on. Tightening of the foreskin around the glans penis may obstruct blood flow to the area.

The photographs show, a circular pale white ring circumferentially, over the foreskin. If this doesn't affect the retraction of foreskin, or itching,you don't need to worry much. If the whitish discoloration has occurred over a long time, don't worry. If you want to get rid of it permanently,one option is,get circumcised. Hope your doubt is cleared.
The whitish ring you describe is found primarily in balanitis xerotica obliterans, which is a common cause of phimosis. This is definitely something that should be brought to the attention of a doctor and I'd recommend taking him to your regular family physician, and, if needed, your physician will refer you from there.
If the ring is BXO, you'd need treatment by a doctor who could prescirbe strong steroids. In any case, do no wash with soap. It kills beneficial bacteria which keep your foreskin healthy.
I can't say for sure because I can't see/feel the ring but it sounds like it could be a phemotic ring. Not all rings are severe some just make your foreskin a little tight and can loosen with some stretching exercises...
